Volume two shows the development and, to a certain extent, the consequence of the conflict between aesthetics and utility in modern language training throughout the Canadian Provinces. "The ability to converse in French or German is for us of secondary importance. it would not now be a practical value to one in five hundred". A school inspector in 1890. He goes on to argue the true object of such studies is scholarship and literary culture.
